The City of Baltimore contracts for and procures a wide variety of goods and services. This page provides links to contract opportunities with the City's major procuring agencies. Minority and Women-Owned Businesses are encouraged to respond to requests for bids and proposals directly as prime contractors.

Bidder Registration - Workday

Workday is the City of Baltimore's online procurement system for purchases managed by the Department of Finance's Bureau of Purchases. This business tool provides vendors with easy access to the vast majority of non-construction procurement opportunities with City agencies. Registration in Workday allows bidders to receive an email notification when bids are advertised for the commodity/service code(s) selected during the registration process.

Bidders to download terms and conditions by clicking on the attachment tab. Bidders must be registered in Workday to view bid and download documents.

  • Suppliers can find instructions and training resources on the How-to Guides page
  • Active suppliers should access the Supplier Self-Service Portal (Workday) utilizing the username and temporary password provided via email from baltimorecity@myworkday.com

NAACP to Redevelop its National Headquarters, Opens RFQ (Request for Qualifications)

The NAACP desires to redevelop 4805 Mt. Hope Dr., Baltimore, MD 21215 (3.21 acres, 43,454sf existing building) which it envisions will consist of uses that maximize value of the land, achieve its highest and best use, and delivers a redevelopment project that achieves the mission of the NAACP. The NAACP is seeking expressions of interest and qualifications for a development partner. The NAACP will consider scenarios that propose a joint venture partnership between the development entity and the NAACP, or a structure that consists of the developer entering into a long-term ground lease agreement to accomplish the redevelopment of the Property.  The NAACP will not consider proposals that include the fee simple disposition of the NAACP-owned Property.  Under either scenario, the Project should address the NAACP’s desired development requirements further defined in this RFQ.

The Black Women in Business Supportive Grant (BWBSG) is awarded to qualified applicants to advance the growth of businesses in Greater Phoenix while addressing systemic issues affecting access to capital for black women business owners. The grant will be administered by the Tempe Chamber of Commerce Foundation in partnership with Wells Fargo Awards of $5,000 to $15,000 will be provided to selected applicants from a funding pool of $100,000.

The Mama Ladder

The Mama Ladder helps ambitious mom entrepreneurs grow their businesses. This is an international grant program. Mothers who own businesses from any country are welcome to apply. These grants are not venture capital. and never need to be paid back. The grand prize winner will receive a $10,000 grant check.

"Through the FedEx" Entrepreneur Fund, thirty $10,000 grants will be awarded to entrepreneurs who have a connection to the military and/or entrepreneurs with disabilities. And, a subset of grant recipients will be considered for participation in FedEx's Accelerator Program, a digital community space that will be home to monthly business coaching workshops, mentorships, networking, and more.

This fund is part of Hello Alice's broader mission to provide essential resources, tools, and support to underserved small businesses. In partnership with the Global Entrepreneurship Network and funded by Etsy and Progressive, this year's program is offering grants of $5,000 to $25,000 to select businesses.

The Small Business Growth Fund is back with more $5K-$25K grants!
Deadline: October 27, 2023 
In partnership with Global Entrepreneurship Network (GEN) and with funding from Etsy and Progressive, Hello Alice’s Small Business Growth Fund is offering $5,000-$25,000 grants to provide entrepreneurs the capital they need to make their next move. Applications for the current round are open through Friday, October 27, 2023, at 6 p.m. ET. 

To be eligible, a business must be a U.S., D.C. or Puerto Rico-based, for-profit business with less than $1M in 2022 gross annual revenue, have a commitment to its customers and community, and have a clear plan to use the grant funds in accordance with the official rules.

AAUW Career Development Grants 
Deadline: November 15, 2023 
Career Development Grants provide funding of $2,000 to $20,000 to women who hold a bachelor's degree and are preparing to advance or change careers or re-enter the workforce education, health and medical sciences, sciences, technology, engineering, math (STEM), or social sciences. Primary consideration is given to women of color and women pursuing their first advanced degree or credentials in nontraditional fields.

Part of the Demand Side Employment Initiative (DSEI) from the California Department of Rehabilitation, the EmployABILITY Business grant offers small and medium-sized businesses in California the opportunity to grow their businesses and upgrade their hiring. Grants up to $200,000 will be awarded.
