Bidding, Contracting, & Business Opportunities
The City of Baltimore contracts for and procures a wide variety of goods and services. This page provides links to contract opportunities with the City's major procuring agencies. Minority and Women-Owned Businesses are encouraged to respond to requests for bids and proposals directly as prime contractors.
Bidder Registration - Workday
Workday is the City of Baltimore's online procurement system for purchases managed by the Department of Finance's Bureau of Purchases. This business tool provides vendors with easy access to the vast majority of non-construction procurement opportunities with City agencies. Registration in Workday allows bidders to receive an email notification when bids are advertised for the commodity/service code(s) selected during the registration process.
Bidders to download terms and conditions by clicking on the attachment tab. Bidders must be registered in Workday to view bid and download documents.

- Active suppliers should access the Supplier Self-Service Portal (Workday) utilizing the username and temporary password provided via email from baltimorecity@myworkday.com
- If active suppliers do not have a username and password, they should contact the Workday help desk at workdaysuppliers@baltimorecity.gov for assistance.
The Board of Estimates meets bi-weekly to approval City contracts. Please visit https://comptroller.baltimorecity.gov/boe for the meeting schedule, meeting materials, prior meeting agendas & recordings.
Payment information
The newly established Department of Accounts Payable (AP) is responsible for all payments and disbursements made by the City with the exception of payroll and debt management. AP coordinates closely with agency fiscal offices to ensure timely vendor payment.

B2G Diversity Management System
The Baltimore City Mayor’s Office of Small and Minority Business Advocacy & Development (SMBA&D) launched the B2G Diversity Management System to monitor Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) goals that are set on contracts. If you were awarded a contract that has MBE or WBE goals or if you are a subcontractor on a contract that has MBE or WBE goals, please log in to the B2G Diversity Management System.
